NAIROBI COUNTY HEALTHWORKERS RETURN TO WORK AFTER A 3 DAY STRIKE

RETURN TO WORK FORMULA BETWEEN THE COUNTY GOVERNMENT OF NAIROBI AND THE KENYA NATIONAL UNION OF NURSES

1. ESPS

Absorption of Contracted Staff (ESPs) a��

The County Public Service Board to absorb the ESP staffs that are already in the County Payroll.

It was agreed that:-

(a) All ESP on the Nairobi County Payroll will be absorbed by end of March 20115. Letters of appointment to be issued to the officers by end of march 2015. Salaries to be processed in April 2015 payroll.

(b) The ESP staff will be absorbed as per their specialization at the entry level of their relevant Schemes of Service.

(c) The Names of all ESP staff who are to be absorbed will be placed in a local daily by Friday 13th February, 2015. The detail in the advert will include Name,ID, and station of deployment.

2. Disharmony in remuneration and working conditions between former Nairobi City Council staff and staff devolved from National Government-

it was agreed that:-

(a) County Director of Medical Services to convene a meeting of Nursing Managers, DPHNs and Union representatives by Wednesday 18th February,2015 to:-

(i) Harmonise the working hours in all County Health Facilities.
(ii) Make proposals on development/domestication of a Scheme of Service for Nursing Personnel for Nairobi County.
(iii) The recent transfers effected by the County Health Management should not be reversed.

3. Promotions and Re-designation of Nurses-

(a) Promotions and Re-designation of Nurses devolved from the National Government have not been effected.

(b) Promotions and re-designation of nurses from the defunct Nairobi City Council.

It was agreed that:

(a) All nurses in possession of the Promotion/Re-designation letters from the Ministry of Health approved before 1/1/2014 to forward the letters to the County for Implementation. Management to hasten the implementation, in consultation with the County Public Service Board for the Promotions/Re-designation of all nurses as they fall due.

(b) KNUN in Consultation with the County Government to make Proposals to develop/domesticate a Scheme of Service for Nursing Personnel in the County.

4. Shortage of staff
There is a General Shortage of staff in all Cadres of Health Personnel

It was agreed that:-
The Nairobi CPSB has undertaken to recruit more staff for the Health Sector in the Current Financial Year. An advert will be put in the dailies by Friday 13th February 2015 for the following Cadres: Nurses, Medical Lab Technologists, Specialised and General RCOs and Pharmaceutical Technologists.

Meanwhile the County will support hiring of staff on locum basis to supplement Shortage of Staff.
